GENERAL JOB DESCRIPTION:

The Texas Education Agency is seeking a talented individual to join a team of professionals dedicated to improving the educational outcomes for all public school students in the state of Texas. This position is in the Permanent School Fund (PSF), a $34 billion perpetual public fund endowment that helps finance the state's public schools.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
As a member of a team and under the direction of the team lead:
* Monitor contracting work flow of all PSF contracts and update contract records using Salesforce.
* Assist with all aspects of PSF contracting for goods and services, including assisting with and preparation of requests for proposals and requests for qualifications, creating and proofing contract drafts, and assisting with contract management and oversight.
* Assist with the preparation of investment agreements and related documentation for investments in both public and private markets, including completing subscription agreements and preparing investment management agreements, limited partnership agreements, operating agreements for limited liability companies, side letters, and other related documentation for execution.
*Assist with the organization and maintenance of contract files, both physical and electronic.
*Assist with the maintenance of the vendor relationship database using Salesforce.
*Participate in review and evaluation of agency contract management procedures and practices that pertain to PSF contracting.
*Assist with the development, review and maintenance of written procedures related to the PSF procurement and contracting process.
*Interact with vendors and outside counsel.
*Assist with the review, processing, responding to, and tracking of public information requests.
*Support the PSF Compliance Officer and attorneys as it relates to these job functions.
*Help with development of and presentation of training materials to PSF staff as needed.
*Develop and maintain expertise in areas of responsibility.

This position reports to the PSF Compliance Officer. It provides analytical and administrative services in support of the PSF legal services and contracting function. Responsibilities will include providing support services for PSF contracting for goods and services; maintaining the database of all PSF contracts and vendors; assisting with the development and administration of written procedures related to the PSF procurement and contracting process; assisting the legal and investment teams with the preparation and processing of contracts and other transactional documents involved in PSF investments in public and private markets; and assisting with public information requests.

The professional selected for this position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment; and is expected to help the PSF meet its performance goals and support the Texas Education Agency in fulfilling its strategic priorities.
Education: Graduation from an accredited four-year college or university with major course work in business administration, accounting, finance, law or related field is required.
Experience: Two (2) years of experience with one or more of the following subject matters: drafting contracts; paralegal work; state contracting and/or procurement laws.
* Paralegal certificate or similar certification.
* Experience assisting with transactional legal services for investments in alternative assets, especially private equity, real estate, and hedge funds/absolute return, and preferably on behalf of institutional investors.
Knowledge, Skills and Abilities (KSAs):
Knowledge of: State statutes pertaining to procurement, contracting, records retention, and/or public information; investment transaction contracting and documentation, especially subscription agreements, investment management agreements, LPAs, LLCs, operating agreements, side letters, and private placement memoranda; investments and/or financial matters.
Skill in: Technical writing skills; excellent oral and written communication skills including strong proofreading skills; analysis and the use of computer software programs, particularly advanced Word, Excel, PowerPoint and Salesforce; strong organizational skills; file management skills.
Must have keen interpersonal skills, be results oriented and able to exhibit strong work habits.
Ability to: Organize workload, set priorities, be flexible, work effectively under pressure to meet strict deadlines; manage multiple projects and assignments with attention to details and under minimum supervision; analyze data, formulate conclusions, and clearly express results, ideas, and opinions to all levels of staff; act in accordance with the Chartered Financial Analyst Institute code of ethics and standards of professional conduct; communicate clearly and effectively, both verbally and in writing, including writing management reports and making public presentations;
provide outstanding customer service to a diverse group of internal and external customers;
establish and maintain effective and professional relationships with a diverse group of internal and external staff; be flexible and organized to handle multiple and shifting priorities while paying attention to details; use sound, independent judgment to make decisions; and be reliable and exhibit a strong work ethic and work effectively and collaboratively as part of a team.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week.
